If you are doing a clean install in a new disk or you are updating a previous osx version

1) in tahoe whatevergreen.kext must be disabled in the first steps of tahoe installation/update*

2) opencore and kext have to be updated

3) AMD kernel patches have to be updated

In kernel/patches of your posted EFI , you deleted all the patches

and for this system cant boot

if you like backup your booting EFI and try this attached EFI

I disabled also AppleALC.kext because it does not work in tahoe without additional patching (you can do after the system will boot)

You can disable whatevergreen kext

but you should also map your USB because USB kext are changed in Tahoe (if you are installing from an USB stick/Disk

Amd kernel Patches are good now from HighSierra to Tahoe

If you did usb mapping as i read in your message, Efi you use has the kexts involved disabled in your config.plist

Also XHCIportlimit quirk could not work well in tahoe (not sure but i read somewhere about this)
